Who We Are
CCD Business Development Corporation’s primary activities are: The creation of private sector employment through local and regional economic diversification and capacity building, reflecting the conviction that sound economic development policy arise from local and regional determination of economic development needs and priorities.
CCD Business Development Corporation is a private nonprofit Oregon corporation which was formed in 1971. CCD enjoys a national reputation as one of the leading economic development organizations in the United States, and is the federally recognized Economic Development District for Coos, Curry, and Douglas counties. As such, CCD is mandated to prepare and update a Comprehensive Economic Development Strategy (CEDS) for the region. CCD’s CEDS is the most comprehensive regional planning document for the area and guides CCD’s regional economic and community development activities.

What We Do
CCD Business Development Corporation’s primary activity areas are:
Development Finance – CCD is very active in the area of private business lending and was designated in 1981 by the Small Business Administration as a Certified Development Company. CCD assists with financial consulting for business start-ups, acquisitions and expansions for land, buildings, and equipment.
Enterprise & E-Commerce Zone – The Enterprise Zone program was designed to create jobs and local incentive by providing tax incentives to qualifying businesses and industries. CCD serves as the Enterprise Zone Manager for the eight Enterprise Zones:
- Gold Beach Enterprise Zone – Curry County
- Coquille Valley Enterprise Zone – Coos County
- Bay Area Enterprise Zone – Coos County
- Sutherlin / Oakland Enterprise Zone – Douglas County
- Roberts Creek Enterprise and Electronic Commerce Zone – Douglas County
- Lower Umpqua Enterprise Zone – Douglas County
- South Douglas Enterprise Zone – Douglas County
- Curry County Enterprise Zone – Curry County
Business Retention/Expansion Services – In cooperation with the Umpqua Community College Small Business Development Center, the Southwestern Oregon Community College Business Development Center, and the Oregon Economic and Community Development Department Business Retention Program. CCD provides financial, marketing, and management consulting services for troubled or expanding companies in the region.
Grant/Project Management and Administration – CCD contracts with cities and agencies in the region to write grant/project applications, provide grant administration services, and to manage projects funded by the Federal and State Agencies. Most such projects involve detailed technical compliance requirements which require experienced staff oversight.
Staff/Technical Assistance – CCD provides staff and/or technical assistance for the Douglas County Industrial Development Board. CCD also serves on the management team for The Umpqua Economic Development Partnership (UEDP). CCD administers the Port of Bandon Economic Development Fund, which is a Revolving Loan Fund for Coos County Businesses and the City of Drain’s Revolving Loan Fund.
