Community Development Department

CCD Business Development Corporation is designated by the U.S. Department of Commerce’s Economic Development Administration to work on economic development efforts in Coos, Curry, and Douglas Counties.


Enterprise Zones

Business Oregon has several Incentives for qualifying businesses.  CCD is Zone Manager for all 8 Enterprise Zones in Coos, Curry, and Douglas counties.  CCD can answer questions and guide you through a possible tax exemption on qualifying projects.

Grants and Loans

CCD can help guide counties, cities, and special districts to the correct funding agency(s), help plan your project, and meet funding agency requirements once funding is awarded.

Comprehensive Economic Development Strategy (CEDS)

CCD is required by EDA to maintain a CEDS in order to qualify as an Economic Development District (EDD) in Oregon.  CCD works with public and private entities to develop this document, which includes an inventory of possible projects, needs, and ideas, in a formal and agreed upon way.


CCD supports and coordinates regionally economic development activities within our service region.

Within this role, CCD is responsible for identifying priority economic development project needs within the region and assisting local governments in applying for grant and/or loan funding through EDA or other funding sources.

 

As an Economic Development District, CCD is also responsible for creating and maintaining a regional Comprehensive Economic Development Strategy (CEDS). This 5-year plan establishes regional goals and objectives for economic development, with community input providing useful regional information, guidance, and perspective to local economic development stakeholders on a city, county, or regional level.

CCD provides assistance to local governments and Special Districts seeking funding options, so that communities can revitalize, expand or upgrade their physical infrastructure to attract new industry; encourage business expansion, diversify local economies; and generate or retain long-term, private sector jobs.

CCD maintains an excellent working relationship with BusinessOregon, USDA-Rural Development (USDA-RD), Department of Environmental Quality (DEQ), and the Economic Development Administration (EDA). These relationships have been key to quality project development and implementation. As an organization, we have expertise in bringing together funding sources to complete projects for the economic growth of our service region.
